Dearest board of education members. I am so glad that me wearing a pair of underwear on my face provides you with a feeling of safety. If you can zoom in this says Victoria's secret. This mask holds no protection and neither do any of the others. All of you going along with this are following the darkness and evil. We don't have to scare or threaten....whatever God or karma you may or may not believe in will indefinitely do it for us.
First question
How many hours does Sheila Davies have in OSHA regulations and infection control? I would like to know her credentials since she is making all of these Healthcare and infection control decisions for the children of dare County. Fun fact: I have 128 hours of OSHA and infection control training as a previous registered nurse of 10 years. I worked 14 hospitals, with 16 8 hour in-service days for each annual or new-hire training ....that's 128 total hours. How many hours of training do you all have?
For the parents out there allowing this administration to make Healthcare decisions for your children, you might want to think twice about putting the lives of your children in their hands. These breathing restrictions, muzzles or underpants...whatever you may call them, are abusive and are restricting your children's ability to breathe while filling their lungs with dangerous pathogens.
Now for my second set of questions for the parents here or at home...
Are you sick of a tyrannical government and system telling you how to parent your children? Are you sick of your children learning information that is not appropriate for adults to even learn about? (see pornographic books found in DCS libraries on the dare to share website.) Are you tired of your family's voice being silenced? Are you tired of your children's complaints being ignored and their behavior manipulated and or discriminated against?
Then homeschool is the option for you! The Outer Banks has a wide variety of alternative options included a large homeschool network, pod-systems, private tutors, tutoring services, and private Christian and non-Christian school options. There your children can speak what they feel and breathe freely again. They are allowed to play with and have unimpeded interaction with other children and guess what guys...they are still alive and well.
I know it is scary to step back and do something different than what you have always done....but let me tell you the end result is so worth it. My daughters have blossomed and are reading chapter books, learning Spanish, creating artwork and playing MULTIPLE instruments...they are all 9, 8 and 7. Taking them out of this indoctrination system has allowed them to grow in ways we could never have imagined. God or whoever you believe in will support you on this journey. I promise. Take your stand and get your kids out now.

Many of us are gravely concerned about the conduct of DCS with respect to the adoption of control measures outlined in the Strong Schools NC Toolkit. It seems clear that the Board does not have the authority to implement these measures without a formal order from the NCDHHS or Dare County HHS.
Nowhere in the NC General Statutes does it state that school boards have the authority to impose the use of medical devices, medical procedures, or disease control measures as a condition of in-person instruction.
To my understanding, the NCDHHS has failed to issue an official order regarding the threat of imminent hazard of a communicable disease that requires specific control measures to safeguard public health. Without this order, the toolkit is merely a set of recommendations with a one-size-fits-all approach and a somewhat tenuous basis in science and logic.
Specifically, the school board does not have the authority to quarantine or mask students under Chapter 130A in the general statutes. It cannot be stressed enough that the order must be given by NCDHHS or Dare County HHS. To my understanding, this has not occurred.
The extended use of face coverings and masks has been documented to cause hypoxia, hypercapnia, elevated heart rates, headaches, lack of concentration, and psychological stress. Additionally, they expose children to bacteria and pathogens if not exchanged or cleaned regularly. The board’s conduct in forcing the mask policy despite children being harmed is a manifest abuse of discretion.
Before utilizing facemasks or other medical devices in the schools, the board must provide informed consent and make their use optional under Title 21 chapter 9 of the United States Code. There are also serious consequences for exceeding powers and authority under Article 5 Chapter 155C of the NC General Statutes and wrongfully exercising authority under Article 6 Chapter 130A.
All of this infringes upon the US and NC constitutional rights of students, parents, and staff. I would ask that the members of this board seriously reconsider their position and act prudently and lawfully. Just do the right thing.

I would like to discuss PCR testing tonight.
PCR testing was invented by Nobel Prize Winner Kary Mullis. He has stated that this test was never intended to be a stand alone diagnostic tool. In fact, he is quoted as saying “if done well, the PCR test can find anything in anyone.”
Interestingly, the CDC has issued a laboratory alert announcing that the PCR testing protocol must be pulled by the end of December 2021. The announce-which can be referenced at daretoshareobx.org-implies that the current PCR tests cannot differentiate between influenza and Covid. This would explain nationwide flu numbers collapsing in 2020.
Indeed Sheila Davies states at the BOE meeting on 8-5-21 that Dare County uses PCR tests to calculate our local positivity rates.
These PCR tests are also questionable in that they can be easily manipulated into reporting high numbers of false positives by simply altering the cycle threshold.
Fauci himself admits that any test run over 35 cycles is meaningless and can result in a 97% positivity rate. Yet throughout the pandemic, cycles have been run in excess of this value routinely.
We would ask that the Board request some pertinent information from Ms. Davies. What labs does DHHS contract with and what cycle threshold values are those labs utilizing? We look forward to her response.

I would like to address the Board regarding the recent reversal of policy on the mandatory masking. Prior to your reversal, I had sent a good deal of information to you with annotated references and direct links. These links included research done in countries where COVID was not politicized. I also included data from the Kaiser Family Foundation, CDC, the North Carolina DHHS, and Dare County.
As you are aware, Union County Schools have done away with mandatory masking and the quarantine of healthy children who are asymptomatic or test negative after exposure to COVID. I believe this is the path we should follow.
Consider the following:
1. There is not any conclusive evidence, even in a recent study cited by the CDC, to indicate that cloth masks are effective against the virus. N95 respirator masks may be effective in a controlled setting, worn by a professional with training, for short periods of time. Outside of that, masks are nothing more than medical and political theater.
2. Children are not drivers of COVID-19 transmission. The most authoritative article to date comes from the New England Journal of Medicine which cites a study from Iceland that, through genome sequencing and rigorous contract tracing found not one incident of child-to-adult transmission out of 600 people identified with COVID.
3. Children are not at risk from COVID. Of the 1,925 child deaths in North Carolina reported by the CDC, only 6 were attributed to COVID. That’s 0.3% of all child deaths. Of the 2 million children in North Carolina, the number of deaths from COVID amount to 0.0003% of the population.
4. Vaccinated people do not appear to be at severe risk from COVID. Looking at this locally, as of last week, there had been 360 breakthrough cases of vaccinated people in Dare County with only one hospitalization. By now, all individuals who are at-risk from COVID have had the chance to get the vaccine.
It would be nice to show our students, by example, that DCS actually supports critical thinking and rational decision making. The mandatory mask policy and the absurd quarantine rules suggested in the NC Strong Schools Toolkit only serve to promote virtue signaling and political science above actual science and data.
Please do the right thing for our children.

I would like to share a quote from Chairman of the Board Mary Ellon Ballance. In the “back to school” letter posted at daretolearn.org, Ms. Ballance states:
“Each and every decision that comes before us will be discussed from every angle and we will carefully consider the consequences of those decisions.”
Sadly this appears to be a glaring example of promises made, promises broken. At the last Board meeting, Member Tauber inquired about having a period of debate to discuss the negative impacts of masking children. His request was summarily dismissed by Mr. Farrelly and a vote commenced without any discussion of potential harm. The dereliction of duty in this regard is striking.
According to the National Center for Biotech Information, an evaluation of 65 scientific papers documented serious health impacts from prolonged masking including, staph infection, upper respiratory infection, acne, impaired social development, psychological trauma, anxiety, hypoxia and hypercapnia.
German scientists recently found that masking can result in hazardous chemicals and microplastics being inhaled deep into the lungs. Mask wearers risk breathing in carcinogens, allergens and tiny synthetic microfibers from both paper and textile masks. Interestingly, countries in the European Union are aware of these studies and are NOT masking their school children.
A recent lab study from Florida tested masks after one day of wear and found they were all contaminated with bacteria, parasites, and fungi and several samples contained dangerous pathogenic, pneumonia-causing bacteria. In addition, it is documented that many paper masks are sterilized in ethylene oxide...a known carcinogen. These masks also contain a blown filter layer that contains PTFE/Teflon...a chemical linked to lung cancer.
Why didn’t you have this public discussion prior to your vote? If you were aware of this information, why would you forcibly and knowingly impose this level of risk on school children? Are you aware that they have a 99.997% Covid-19 survival rate? This is anti-science. This makes no logical sense and can’t be rationally defended.

I’d like to start with a quote from Superintendent Farrelly’s page at daretolearn.org. It reads,
“We are more than a school system, we are a family.”
Historically there has been truth in that statement. However, lately this hasn’t felt much like family to some. A large swath of the family feels voiceless, intimidated by increasing numbers of armed sheriffs at meetings, and admonished for daring to boldly speak up for hard fought freedoms others have bled and died for. The family is starting to fracture...and broken families can be hard to mend.
I’m not certain where all of the animosity is coming from. We are not the enemy. Your angst should be directed at state officials who have placed each of you in this precarious position.
Unfortunately, you have each, by way of your 7-0 vote to forcibly impose an emergency authorized medical device without informed consent or the right to refuse, broken established law.
You have also violated the oath of office each of you swore to the constitution upon election. You are likely also in violation of Section 242 of US Code Title 18 Deprivation of Rights under the color of law...and the list goes on.
This has been structured in a way to cause maximum chaos, pain, and division in communities like ours and saddle each of you with the liability. Not Sheila Davies, not Gov Cooper, not Mandy Cohen, and not John Farrelly. You have no legal personal immunity from adverse health impacts caused by your forced masking because you chose it, and you are the enforcer. All it takes is one child becoming hypoxic running around gym class in a mask, fainting, falling, cracking their head open, breaking a mouthful of teeth, or worse and the legal fallout will be yours and yours alone.
We are in touch with concerned citizens throughout the nation developing next action steps to restore constitutional rights to school children. We are in receipt of copies of their writs, temporary restraining orders, injunctions, class action suits, FOIA requests and the like. We don’t wish to use them. Our goal is to keep the family intact.
So, we ask you tonight to let us help you. You are not powerless as your chair implied at the end of the last meeting...unless you choose to be. There are boards all over the country successfully standing up to Dept. of Health over-reach and following the law. In fact, just yesterday...Union County in NC held an emergency meeting and I quote...
“Common sense and law prevailed in Union County this morning! After speaking with attorneys, schools do not have the authority to be contact tracing or imposing quarantines on healthy children. They voted 8-1 to have kids and staff in quarantine return to school immediately!”
We ask you to please reject the notion that your hands are tied. Honor your oath of office. There is shelter and comfort both personally and professionally in resting decisions based firmly on the law.

Thank you in advance for taking the time to read these comments. In these tumultuous, emotionally charged times it is especially important for the Board and citizens alike to be armed with knowledge to make informed decisions.
In that vein, it is imperative for each member to understand that masks are medical devices only authorized under Emergency Use Authorization (EUA). As such, it is unlawful to force or coerce children or employees to use such a device under section 564 of the Federal Food, Drug, and Cosmetic Act (21 U.S.C. 360bbb-3).
Additionally, in reviewing Article 5, Chapter 115C of the North Carolina General Statutes it does not grant the Board power or duty to practice medicine in any capacity.
Masking must remain optional in accordance with 21 U.S.C. 360bbb-3. Violation of the Act, exceeding powers of office under Article 5 of the General Statutes, or infringing on parent/student/employee U.S. or N.C. Constitutional rights will result in Dare County parents taking maximum action permissible under the law against Dare County Schools and against individual Board members.
We urge you to comply with established Federal and State law and provide informed consent for use of an EUA medical device. Any other course of action is contrary to the law and outside of your scope of office.

To further the base of knowledge on the EUA masking issue, it might be of interest or concern that the Board is exposing Dare County Schools to potential OSHA violations.
There is recent established precedent in the case of OHNH Emp, LLC in Ohio. The entity received a hefty fine and citation for a "serious" violation of standard 29CFR1910.134. There are established Respiratory Protective Program Laws employers must adhere to if PPE is a requirement for employees.
It is important to note, putting on a mask is not like putting on a pair of socks. There are major health implications when a medical device is used off label, for an extended duration of time, beyond its intended capability or design.
Should the Board choose to mandate an EUA medical device. the Board would assume liability for adverse events and consequences of forced usage. According to the National Center for Biotechnology Information, an evaluation of 65 scientific papers documented that masks are not without significant negative effects. These include:
-facial staph infection
-dental caries
-psychological trauma
-anxiety
-headache
-upper respiratory infection
-acne
-impaired social development
-hypoxia (low blood oxygen leading to acidifying the blood and priming cancer)
-hypercapnia (high blood carbon dioxide levels)
-and more...
It is of additional concern that the typical "blue" standard issue masks are sterilized in Ethylene Oxide-a known carcinogen. These masks also contain a filter made of PTFE/Teflon that has been linked to lung cancer. Indeed, the photo linked below shows a typical box of children's masks with a cancer warning clearly displayed.

Asking parents armed with the aforementioned health info to forcibly mask their children is morally corrupt. It was supremely disappointing to hear a new member of the Board reprimand concerned parents at the last meeting in such a condescending manner. Emotions run high when parents feel helpless and voiceless in protecting their own children. While I understand that this is a terribly difficult time for all, we should be on the same team. We must follow ALL science and ALL established law and act with integrity and morality to protect the most precious among us. We are their voice.

As most of these studies originate from the NIH, I think we can all respect the veracity of the science. A single viron of SARS-CoV-2 is about 60-140 nanometers or 0.1 microns. (Source Berenson, A. November 24, 2020. Unreported Truths about Covid-19 and Lockdowns :Part 3:Masks) The pore size of a surgical mask is 200-1000X that size. As such, viral particles flow right through.
Let us also examine established science from the CDC. The Covid infection survival rate of children aged 0-19 is 99.9973%. Based on the CDC's National Center for Health Statistics, school-aged children are at a significantly lower risk of death from Covid than of regular seasonal flu. School-aged children between 5 and 14 have a 1 in 200K chance of dying from influenza. Conversely, school-aged children between 5 and 14 have a 1 in 2.5 million chance of dying from COVID-19. Do we mask school children annually during flu season? No.
Should the Board choose to misrepresent the forced use of masks as intended for antiviral protection or misrepresent masks for use as infection prevention or reduction it would constitute a deceptive practice under the FTC. There is no waiver of liability under deceptive practices, even under a state of emergency. Indeed, the FDA EUA for surgical/cloth masks explicitly states, "the labeling must not state or imply the mask is intended for antimicrobial protection or related, or for use such as infection prevention or reduction." (Source https://www.fda.gov/media/137121/download) Commercially sold mask boxes reflect this same verbiage in prominent warning labels.
I thank you in advance for your thoughtful deliberation on these matters. Please follow established law and established science in protecting Dare County children from unnecessary health consequences, and Dare County Schools from unnecessary litigation.
